Uncertainty over removal of election posters in Eastern Cape towns
Concerns linger over the enforcement of bylaws regarding election placards still visible across various towns in the Eastern Cape province, despite a month passing since the election date. The Speaker of Matatiele Local Municipality, Cllr N. Ngwanya, recently urged political parties to remove their election posters promptly. In a message to chief whips, she stated, “IEC has requested that your good offices kindly arrange for the removal of all your parties’ posters as soon as possible.”
Notably, posters from the African National Congress (ANC), Economic Freedom Fighters (EFF), Democratic Alliance (DA), Rise Mzantsi, and Action SA remain prominently displayed in Matatiele. Siyanda Ntshikilana, Head of Economic Development and Planning at Matatiele Local Municipality, emphasized the necessity of compliance with the law, which dictates the removal of posters seven days post-election. “Although the municipality has the capacity to enforce the law, consultation with the office of the speaker is underway,” Ntshikilana explained.
Jula Mnangwe, ANC Sub-Regional Secretary in Matatiele, acknowledged the need to remove posters. He indicated they would do so at an appropriate time. Asked when will the appropriate time be? He said after consulting their head office. EFF Regional Secretary Siseko Sikhafungana echoed similar sentiments, stating they are preparing to remove their posters. Wonga Potwana of the DA confirmed efforts to remove their remaining posters despite logistical challenges.
However, municipal communicators expressed uncertainty about the next steps. The Communications Manager at Umzimvubu Local Municipality admitted raising the issue with relevant departments but was unsure why posters still linger. Lungisile Mzanywa of Ntabankulu Local Municipality stated he would consult with the relevant department to address the poster issue.
Efforts to enforce removal are underway, reflecting ongoing discussions between municipalities and political parties to comply with bylaws regarding election poster removal. Municipalities in big cities have issued warnings to political parties to remove their posters or they will be fined
