The City of Ekurhuleni Metropolitan Municipality has announced that it will investigate an allegedly fraudulent tender awarded to the wife of suspected crime boss Vusimuzi Matlala, widely known as “Cat”.
The decision follows allegations presented before the Madlanga Commission of Inquiry that Tsakane Matlala’s company, Buena Vista Learning Academy, defrauded the metro of approximately R3.7 million.
The company was awarded a tender three years ago to provide specialised and professional skills development training to municipal employees. However, evidence before the commission suggests the entity was not registered as an accredited skills development provider at the time of the award.
It is further alleged that the business had been registered as a shisanyama just days before submitting its bid for the municipal contract, raising serious questions about compliance and due diligence in the procurement process.
Ekurhuleni has indicated that a full internal review will be conducted, with the possibility of further action depending on the outcome of the investigation.
