Maluti land reform milestone: from Deeds of Grant to full ownership

Residents of Maluti are on the brink of a historic breakthrough as the long-anticipated land tenure upgrade project moves into its final phase. After decades of waiting since the post-colonial era, families are now seeing the promise of full land ownership become a reality.

Following an extensive process that included data verification, community consultations, and ministerial approval, Minister Nyonso has formally authorized the conversion of multiple deeds of grant into full ownership title deeds. The upgraded title deeds are being processed through the Eastern Cape Deeds Office, with several already released to the municipality’s appointed conveyancers. The remaining deeds are expected to be finalized and officially handed over to the municipality before the end of April 2026.

For many families in Maluti, this development is far more than a technical legal upgrade. It represents long-overdue recognition, security of tenure, and economic empowerment. The transition to full ownership strengthens property rights and opens doors to greater financial opportunities for homeowners.

The Matatiele Local Municipality has earned praise for its decisive leadership in steering the project through complex administrative and legal processes. Central to this achievement is Mr. Siyanda Ntshikilana, General Manager for Planning and Economic Development, whose commitment and persistence played a pivotal role in advancing the initiative.

Notably, this marks only the second successful land tenure upgrade project of its kind in South Africa — and the first within the Eastern Cape — positioning Matatiele as a leader in progressive land reform and responsive governance.

As the final handover draws near, the community prepares to celebrate a defining moment — one that reflects restoration, progress, and the tangible strengthening of democracy through land ownership.
