The Presidency has come out to explain why President Cyril Ramaphosa did not include suspended Police Minister Senzo Mchunu for further investigation following the interim findings of the Madlanga Commission of inquiry.
The explanation came after the commission submitted an interim report recommending immediate criminal investigations against several individuals implicated during hearings including the following SAPS officials.
Responding to questions, presidential spokesperson Vincent Magwenya said the distinction lay in the employment status of those named.
Presidential spokesperson Vincent Magwenya says, “In summary, the report does refer to the evidence that the Minister has led at the Commission, as well as what has been the allegations against the Minister. The Minister is still going to go back to the Commission and answer to more allegations against him, including the ones that have recently surfaced. The President wants him to go back and answer to all of the allegations before he can consider his next steps in regard to the minister specifically. So that matter will be concluded at an appropriate time.”
The Commission, chaired by retired Constitutional Court Justice Mbuyiseli Madlanga, submitted its interim report on 17 December 2025.

Prima facie evidence of wrongdoing was also found by the Commission with regard to the following current and former employees of the Ekurhuleni Metropolitan Municipality:
1. Suspended EMPD Chief of Police Commissioner Julius Mkhwanazi
2. EMPD Officer Bafana Twala
3. EMPD Officer Aiden McKenzie
4. EMPD Officer Kershia Leigh Stols
5. EMM former City Manager Dr Imogen Mashazi
6. EMM fleet manager/proxy Mr Chris Steyn
7. EMM Head of Department of Human Resources Ms Linda Gxasheka
8. EMM Head of Legal Adv Kemi Behari
9. Mr Etienne van der Walt
