Suspended Major-General Richard Shibiri, head of the organised crime division within the South African Police Service (SAPS), has come under scrutiny after admitting he received an R80,000 payment from controversial businessman Vusimuzi ‘Cat’ Matlala.
The allegations surfaced during testimony at the Madlanga Commission of Inquiry, where Shibiri acknowledged receiving the money but insisted it was a loan that he later repaid. He told the commission the payment came at a time when he was dealing with personal financial pressure following a car accident involving his son.
According to evidence presented to the commission, the transaction took place on 6 September 2024 during an engagement celebration for the son of Shadrack Sibiya, the Deputy National Commissioner of SAPS. The event was attended by Matlala as well as several senior police officials.
Shibiri attempted to portray the payment as a private matter unrelated to his official duties. However, the revelation has raised serious concerns about potential conflicts of interest and the relationship between senior police officials and individuals linked to criminal networks.
Following the allegations, Shibiri was suspended from his position. Details of the incident were outlined in an extensive 81-page statement submitted to the commission as part of its investigation into corruption and misconduct within law enforcement structures.
The commission continues to examine the circumstances surrounding the payment and whether it may have compromised the integrity of senior policing leadership.
